We have more than 2000 universities in Russia. So one unspecified university is
a university. Do you agree?
All of you misunderstood me. I mean the following:
A man (not me) got the russian Ph.D. degree in 2005 (for example). Then he finished M.Sc. at Harvard University in 2009.
The question is:
What is his highest level of formal education from the employers' point of view in the USA and Europe (Master or Doctor)?
