The First German-Russian Workshop on Institutional Change, to be held in St. Petersburg, Russia, 12-14 October 2016, studies the processes of, and obstacles to, institutional reform in post-communist states, with a particular focus on the Russian experience. The workshop examines efforts of both domestic and international actors in promoting institutional change in the political and economic spheres. Studying the interests, ideas, and modes of action obstructing reform initiatives, the focus is on the mechanisms preventing liberal reform efforts. To shed light on these issues, the workshop draws on a variety of literatures, including institutionalist reasoning on actor-level logics of institutional change in sociology and political science, studies of norm diffusion and policy transfer in International Relations, and analyses of post-communist regime types in the fields of comparative politics and political economy. Integrating these perspectives, the workshop reveals the dynamics, constraints and failures of institutional reform in post-communist states by examining the interaction of formal rules, organisational routines, social norms, and cultural beliefs across national, sectoral and organisational fields.

The workshop is open to English-language paper proposals by postgraduate students based in Germany or Russia. In line with the interdisciplinary character of the workshop topic, participants may represent various disciplines in the social sciences and the humanities, such as political science, sociology, law, economics, area studies, cultural studies, history, and geography.

Interested persons are invited to send an abstract of around 200 words to the contact address below. The paper proposal should include the title of the paper, the contact details of the author, the research question, and an overview of the theoretical or empirical argument. The proceedings of the workshop will be published in an edited volume with a renowned international publisher. The workshop will take place at St. Petersburg State University, Russia. It is funded by the German Academic Exchange Service (DAAD), which covers travel and accommodation costs for invited participants.

The conveners of the First German-Russian Workshop on Institutional Change in St. Petersburg are Alexander Ebner and Cornelius Friesendorf at Goethe University Frankfurt, Germany, and Irina Novikova and Nikolay Vlasov at State University St. Petersburg, Russia.
